Presenter Bio:
Brittany Chiang
Brittany is an executive in the Federal Contracting industry serving as the Chief Executive Officer and an owner of Flatter, Inc. – a Federal Contractor local to the Fredericksburg, VA area and provider of Professional Services to the Department of Defense, Department of Homeland Security, and other Civilian Agencies. Brittany also serves her local community as a board member with the Rappahannock United Way and is a member of their Diversity & Inclusion task force.
Brittany holds a B.A. in Business Administration with a concentration in Management Information Systems from Boston University, is a Homeland Security Master’s Candidate at the George Washington University, and is PMP certified. She has a passion for bringing solutions to her customers’ most complex challenges.
In addition to her formal education, Brittany is a mother of four, the daughter of a Marine Corps Veteran, and wife of a U.S. Army Veteran. During her tenure at Flatter, Brittany has served in the roles of Information Technology Manager, Quality Manager, Business Developer, and Chief Financial Officer.
Lucas Flatter
Lucas Flatter is an Enterprise Architect and certified Project Management Professional (PMP) who serves as a senior leader at Flatter, Inc., supporting federal agencies with mission-critical program management, technology integration, and organizational performance solutions. His work spans complex IT modernization efforts, enterprise-level architecture design, and the development of scalable systems that strengthen operational effectiveness across DHS, DoD, and other federal partners. Lucas brings a unique blend of technical depth and project leadership discipline, helping organizations translate strategic goals into executable architectures and measurable outcomes. Known for his collaborative approach and commitment to continuous improvement, he plays a key role in advancing Flatter’s mission of empowering people, enhancing processes, and elevating the performance of the federal workforce.
