Presenter Bio: Amy Duray joined the Office of Military and Federal Affairs at the
Maryland Department of Commerce in January 2023 as Program Manager, Federal Business Relations. The Office of Military Affairs develops business relationships between U.S.
military bases, federal laboratories and the private sector in Maryland and leverages resources
in the public, private and academic sectors to enhance the economic vitality of the military
installations and civilian federal agencies in Maryland by protecting, sustaining and growing their
associated missions and employment base. The Program Manager, Federal Business Relations
works to connect Maryland’s small businesses and entrepreneurs to federal agency contractingopportunities to enhance the economic impact of federal procurement within the State.
Prior to joining the Maryland Department of Commerce, Amy served as Director, Business
Operations and Quality at Stratitia and 2c4 Technologies, Inc – a DoD contracted service
provider of 60+ employees. As part of her duties there, she managed compliance programs
such as ISO 9001:2015 and NIST 800-171/CMMC, process improvement, security, and risk
management. Ms. Duray’s 15 years of government contracting experience includes several
engagements working directly with federal programs at the Defense Health Agency, Army
Medical Department, and Army Installation Management Command.
Amy is an Army Veteran, spouse to a retired Army Officer, and mom to two teens. They have
made their home in Maryland since 2008. Outside of work, Amy volunteers with the Maryland
Master Naturalist Program, Frederick County Nature Council, and her church. Her hobbies
include puzzles, hiking, and aquatic gardening.
