SUMMARY:PMI-MC Chapter Event: April Lunch & Learn
DESCRIPTION:PMI-Montgomery County MD Chapter April 2024 Monthly Lunch & Learn Event\nFriday\,  April 25th 2025\n11:45 – 1:00pm\n\nVirtual Member/Non-Member Cost: $0\n\n\nTopic: Scaling Agile Teams: Focus\, Frameworks\, and Pitfalls to Avoid\nSpeaker: Mr. Richard Cheng (PMP\, PMI-ACP\, CSM\, CSPO\, Active MENSA Member)\nPDU: 1.2 – Ways of Working\n\n\nPresentation Abstract:\n\nAs organizations grow\, so do the complexities of managing multiple Agile teams. One of the fundamental challenges in scaling Agile is ensuring team members are dedicated to a single team rather than being spread thin across multiple teams. This session will explore why team focus is critical for Agile success and how context switching can erode productivity and engagement. \nFrom there\, we’ll examine common scaling frameworks such as the Scaled Agile Framework (SAFe) and Large-Scale Scrum (LeSS)—discussing their key principles\, differences\, and practical applications. While these frameworks offer structured approaches to scaling\, they also come with challenges that can hinder agility rather than enhance it. \nThrough real-world insights\, we’ll highlight traps to avoid when working with multiple Agile teams\, such as misaligned backlogs\, ineffective synchronization\, and over-reliance on rigid processes. Attendees will leave with a clearer understanding of how to scale Agile effectively while maintaining the core values of collaboration\, adaptability\, and continuous improvement. \nThis interactive session is ideal for project managers\, Agile practitioners\, and leaders navigating the complexities of scaling Agile in their organizations. \nPresentation Learning Objectives:  \n\n\nIdentify and analyze common challenges in scaling Agile across multiple teams\, including shifting priorities\, managing dependencies\, and context switching. \n\n\nApply practical strategies and patterns to align cross-functional teams and foster cohesive collaboration that maximizes value delivery in a scaled Agile environment. \n\n\nCompare and evaluate popular Agile scaling frameworks (e.g.\, SAFe\, LeSS\, Scrum@Scale) to determine which approaches and tools best fit your organization’s specific scaling needs. \n\n\n\nPresenter Bio: \nRichard Cheng is the founder of Agility Prime Solutions\, which provides transformative training and coaching in Agile concepts and methods. As a Certified Scrum Trainer (CST) and an Agile coach with deep real-world experiences\, Richard brings his diverse experiences to share how Agile works in different environments. He has worked with large organizations such as the Nasdaq Stock Market and Progressive Insurance\, leading-edge companies like Dashlane and The Motley Fool\, federal agencies like the Office of Personnel Management and Department of Defense\, and non-profits and associations such as the American Association of Motor Vehicle Administrators and the American Association of Medical Colleges. A graduate of Virginia Tech\, Richard has authored several publications on project management\, presented at Agile and PMI sponsored industry events\, is a member of Mensa\, and holds certifications including Certified Scrum Trainer (CST)\, Accredited Kanban Instructor (AKT)\, Certified Scrum Master (CSM)\, Certified Scrum Product Owner (CSPO)\, Certified Scrum Professional (CSP)\, PMI Agile Certified Practitioner (PMI-ACP)\, and Project Management Professional (PMP). Richard is a founder and was an executive committee member of the Agile Delivery for Agencies\, Programs\, and Teams (ADAPT)\, a joint government/industry/academia task force promoting agility in the Federal government. \n\n\n\n\nLocation:\n\n\n\n\n\n\nSpeaker will be briefing remotely with video option available via Zoom  \n\n\nSCHEDULE OF EVENTS \nZoom Meeting Room opens up at 11:30 am \nOpening Chapter Remarks – Starts at 11:45 am \nMr. Cheng’s Presentation w/ Q&A to follow – NLT 11:50 am \n\nProgram concludes No Later Than @ 1:00pm after Chapter Closing Remarks\n\n\nREGISTER NOW

SUMMARY:April 2026 PMI-MC Monthly Chapter Event
DESCRIPTION:PMI-Montgomery County MD Chapter April 2026 Monthly In-Person/Virtual Option Event\nWednesday\,  April 1st 2026\n\n\n\nIn-Person Valid Member Price: $35\nIn-Person Non-Member/Guest Price: $58\nVirtual Member  / Non Member Price: $0.00\n\n\n\n\nTopic: The President and the General…how a strategic disagreement changed everything\nPDU: 1.75 – Power Skills\nPresenter: Mr. Jonathan Shaffner\n\n\nPresentation Abstract:\n\n\n\n\nBetween 2009 and 2011\, at the height of U.S. operations in Afghanistan\, a fundamental strategic disagreement between the President and GEN David Petraeus reshaped the trajectory of the entire conflict. What began with the post‑9/11 mission in 2001 had evolved into a complex counterinsurgency campaign\, culminating in the 2009 troop surge and the subsequent decision to begin a rapid drawdown starting in July 2011. That decision—driven by competing views on risk\, timing\, and political versus operational realities—triggered a cascading transformation of military force structure\, theater strategy\, and even the legal authorities governing U.S. operations. In this talk\, I’ll walk through that turning point from the inside\, using firsthand experience to illuminate how a single strategic divergence at the top can re‑architect an entire theater. \nFramed through a project and program management lens\, this session breaks down the drawdown as a portfolio of interdependent initiatives: base closures\, force reductions\, mission redesign\, partner‑nation transitions\, and statutory rewrites. I’ll take attendees step‑by‑step through the scope decisions\, risk calculations\, and stakeholder dynamics that defined the period from the surge (2009–2010) through the initial withdrawal phases (2011–2014). With stakeholders ranging from the President and senior military leadership to coalition partners and local populations\, the drawdown became a masterclass in navigating strategic misalignment\, managing change at scale\, and executing under shifting political and operational constraints. Participants will leave with practical insights into how major strategic pivots ripple through every layer of execution—and how disciplined project management can hold the center when everything else is in motion. \nLearning Objectives: \nParticipants will have the opportunity to: \n\nAnalyze how strategic misalignment at the executive level cascades into operational\, organizational\, and legal change.\n\nParticipants will learn to identify early indicators of strategic divergence among key stakeholders and assess how those disagreements can reshape scope\, priorities\, and risk across an entire portfolio of projects.\n\n\nApply project and program management principles to large‑scale\, high‑uncertainty transitions.\n\nAttendees will examine the 2009–2011 Afghanistan drawdown as a case study in managing interdependent initiatives—force structure changes\, mission redesign\, and base closures—and translate those lessons into tools for navigating complex change in their own organizations.\n\n\nStrengthen stakeholder engagement strategies for environments with competing interests\, shifting objectives\, and high political visibility.\n\nParticipants will develop approaches for balancing the needs of diverse stakeholder groups\, from senior leadership to frontline teams\, and maintaining execution integrity when the strategic “why” is evolving in real time.\n\n\n\n\n\nPresenter Biography: \n\n\n\n\nJonathan Shaffner is a Senior Account Executive at Legion Intelligence\, a defense-focused AI company delivering secure agentic AI systems with active deployments supporting U.S. Army and Special Operations forces.
