He holds a Bachelor of Science in International Affairs and Public Policy from Georgia Tech and an MBA in Leadership from Post University. Victor’s career journey has taken him through diverse roles—including systems implementation specialist\, project manager\, and program manager—culminating in his current position as Managing Director for a Native Hawaiian Organization (NHO) Owned 8(a). In this capacity\, he leads strategic initiatives that blend technical expertise with organizational transformation. \nThroughout his career\, Victor has supported mission-critical efforts across multiple federal agencies\, including the Defense Health Agency\, Department of Transportation\, Department of Labor\, and U.S. Customs and Border Protection.
