The speaker will contextualize these efforts within Maryland’s broader\neconomic development landscape and share reflections on how project managers—regardless\nof sector—can navigate complexity through strategic collaboration\, policy awareness\, and\nstakeholder alignment.\n\n\nLearning Objectives:\n● Identify the relevance of public sector project management practices to complex\,\nstakeholder-rich environments across industries.\n● Describe the organizational structure and strategic priorities of a state-level economic\ndevelopment agency.\n● Understand the state and federal economic development ecosystem and how to find\nresources that apply to you.\n● Recognize the role of project and program management in driving economic outcomes\nthrough public-sector initiatives.\n● Analyze how multi-sector collaboration shapes the design and execution of publicprograms.\n● Summarize transferable lessons from public-sector project delivery that can enhance\nstakeholder engagement and adaptability in other settings.\n\n\nPresenter Bio: Amy Duray joined the Office of Military and Federal Affairs at the\nMaryland Department of Commerce in January 2023 as Program Manager\, Federal Business Relations. The Office of Military Affairs develops business relationships between U.S.\nmilitary bases\, federal laboratories and the private sector in Maryland and leverages resources\nin the public\, private and academic sectors to enhance the economic vitality of the military\ninstallations and civilian federal agencies in Maryland by protecting\, sustaining and growing their\nassociated missions and employment base. The Program Manager\, Federal Business Relations\nworks to connect Maryland’s small businesses and entrepreneurs to federal agency contractingopportunities to enhance the economic impact of federal procurement within the State. \nPrior to joining the Maryland Department of Commerce\, Amy served as Director\, Business\nOperations and Quality at Stratitia and 2c4 Technologies\, Inc – a DoD contracted service\nprovider of 60+ employees. As part of her duties there\, she managed compliance programs\nsuch as ISO 9001:2015 and NIST 800-171/CMMC\, process improvement\, security\, and risk\nmanagement. Ms. Duray’s 15 years of government contracting experience includes several\nengagements working directly with federal programs at the Defense Health Agency\, Army\nMedical Department\, and Army Installation Management Command. \nAmy is an Army Veteran\, spouse to a retired Army Officer\, and mom to two teens. They have\nmade their home in Maryland since 2008. Outside of work\, Amy volunteers with the Maryland\nMaster Naturalist Program\, Frederick County Nature Council\, and her church.
