Presentation Abstract:

In today’s dynamic business environment, project managers face constant shifts in methodologies, technologies, and stakeholder expectations. This session explores how these changes have redefined the role of the project manager and shaped the professional journey of Victor Belarmino, Managing Director of Malanai (MBA, PMP, ITIL). Drawing on real-world experiences across industries, Victor will highlight the evolution from traditional project management approaches to adaptive, value-driven practices that emphasize agility, collaboration, and strategic alignment.

Participants will gain insights into the skills and mindsets required to thrive in this everchanging landscape, including how to balance structure with flexibility, leverage emerging tools, and foster resilience in teams. The session will provide practical takeaways for project managers seeking to evolve their own practice while contributing to organizational success.

Presenter Bio:

Victor Belarmino is a seasoned and certified project management professional with over 20 years of experience spanning information technology project management, staff supervision, and change management. He holds a Bachelor of Science in International Affairs and Public Policy from Georgia Tech and an MBA in Leadership from Post University. Victor’s career journey has taken him through diverse roles—including systems implementation specialist, project manager, and program manager—culminating in his current position as Managing Director for a Native Hawaiian Organization (NHO) Owned 8(a). In this capacity, he leads strategic initiatives that blend technical expertise with organizational transformation.

Throughout his career, Victor has supported mission-critical efforts across multiple federal agencies, including the Defense Health Agency, Department of Transportation, Department of Labor, and U.S. Customs and Border Protection. His work reflects a commitment to driving innovation, fostering collaboration, and delivering measurable impact in complex environments.
